it should be no problem: quoting policy 9.3.2:

Packages that include daemons for system services should place scripts in
/etc/init.d to start or stop services at boot time or during a change of
runlevel. These scripts _should_ be named /etc/init.d/package, and they should
accept one argument, saying what to do:

so I guess it is only by (good) convention:

console-common: etc/init.d/keymap.sh
console-tools: etc/init.d/console-screen.sh
dnet-common: etc/init.d/decnet
[...]

but I would definitely ask debian-devel :)
