I prefer the svn-bp layout 2 because for normal workflow you are supposed to
work in trunk/ only. Note that branches and tags directory can be remote, svn-bp
is smart enough to find those automatically without checking them out.
This way all packages can be checked out at the same time, project-wide changes
are mostly easy (instead of pkg-bluetooth/*/trunk/) and it is easy to check out
only one package if you need that one.

About keeping the whole source I'm for having only the debian/ dir and setting
mergeWithUpstream on debian/ and the having svn-bp taking care of the rest.

Note that the transition as suggested by Eddy should be done in two phases:
first move to mergeWithUpstream (I think there is consensus here) and whatever
layout we decide to use.
