passkey-agent has been removed starting with bluez-utils 3.7 as per upstream
request, it is under /usr/share/doc/bluez-utils/examples together with a simple
makefile.
If you are running gnome you might want to have bluez-passkey-gnome installed to
be prompted whenever a passkey is required, other informations regarding
passkeys can be found into /usr/share/doc/bluez-utils/README.Debian
