[Pkg-bluetooth-maintainers] commit to svn and upload package

Hi,  bluetooth-maintainers.

I update and fix some bluetooth package.
I have already participated in this project, but there is a question
about a commitment to subversion and package upload.

1.  May I commit a change freely?
2.  About upload, is there the limit?
I am debian maintainer. （I am in NM, and it is a state awaiting DAM.）
May I add Dm-Upload-Allowed to a debian/control file?
Or should it be uploaded by DD of this team?

Because there is a package rule by a team, I want to confirm it.
