[Pkg-bluetooth-maintainers] Bug#570370: "hciconfig hci0 up" and probably more stuff undocumented in manpage

Hi,

the hciconfig manpage doesnt specify options for all possible commands, so it 
took me quite some time to figure out that one has to run "hciconfig hci0 up" 
and not "hciconfig up". 

As the options are specifed after the command for the commands that have 
options explained, this is especially hard to figure out...
