Bluetooth serial communication was fine under Wheezy.
Just did a fresh install of Jessie. Kept to the advice from the wiki
https://wiki.debian.org/BluetoothUser with
aptitude install bluetooth
and
aptitude install bluedevil
Tested the connection with my mobile phone. Can send files to and from my
mobile. So generally this is fine.
BUT with bt serial I get
~$ hcitool scan
Scanning ...

~$ rfcomm connect hci0 00:11:09:22:09:89
Can't open RFCOMM device: Permission denied
but
~$ sudo rfcomm connect hci0 00:11:09:22:09:89
[sudo] password for user:
Connected /dev/rfcomm0 to 00:11:09:22:09:89 on channel 1
user is in groups tty uucp dialout cdrom floppy sudo audio dip video plugdev
netdev lpadmin scanner bluetooth vboxusers
