While reading the FHS about /var/lib I've realized that shipping the file 
gui_rpc_auth.cfg, which is as per Debian policy a configuration file,  
in /var/lib/boinc-client is a policy violation. Therefore boinc-client is now 
shipping this file as /etc/boinc-client/gui_rpc_auth.cfg and the postinst 
script will create a symlink in /var/lib/boinc-client.

On upgrades from previous versions the old gui_rpc_auth.cfg 
in /var/lib/boinc-client will be moved to /etc/boinc-client/ before creating 
the symlink:
