boinc does not idle with mouse movement

I do believe the problems with detecting USB mouse movement was part of 
the motivation for the newer suspend by CPU usage preference. It works 
much more reliably and seems like a good logical move. By default 
settings BOINC will suspend whenever the non-boinc cpu usage exceeds 25% 
but you can set that up to 33%, 50%, whatever you like. Works very well 
on several machines I've tried it on. From P55/H55/G33/G31 chipset quads 
down to old Dell & HP P4 machines. With this approach BOINC will 
continue to run if you're just checking email but suspends if you do 
anything more serious. Personally I like this much better than the 
"mouse/keyboard movement" approach.
