[Bug 1245674] [NEW] Boinc manager uses russian language for menus

Public bug reported:

After installing an additional language packages (russian) BOINC has
unilaterally decided to switch the language, despite the fact that
English is the number 1 choice, it was displaying before without any
problems, and all other programmes have no problem complying with system
preferences.
