Since there is no source package in sid producing libicu36 binaries anymore, 
those packages will presumably be removed from sid soon.  So I think this bug 
should be at least important if not RC, and will certainly be RC once the 
removal actually happens.  (I actually don't know why it hasn't happened 
already.)
