[pkg-boost-devel] update build dependencies for libicu-dev instead of libicu36-dev

This message is being sent to all packages that depend on icu and have
not uploaded a recent version that mentions the libicu-dev change in
their changelogs.  If you haven't already done so and your package
build depends on libicu36-dev, please update the build dependency to
be on libicu-dev instead.  If your package already depends on
libicu-dev, you should contact debian-release at lists.debian.org to ask
them to trigger binary NMUs for your packages so that they will pick
up a runtime dependency on libicu38 instead of libicu36.  If you have
already done one of these things, then please pardon the
interruption. :-)
