[pkg-boost-devel] Bug#454605: build against new icu 3.8 packages (libicu-dev)

Last patch is also wrong. :) The attached patch fixes several remaining bugs
that showed up at the end of the build, in particular a problem related to
the new dpkg-shlibdeps behavior in unstable.

With this patch, I get a full build of all the packages, which I'll be doing
a final review on now; if everything checks out, this NMU should be on its
way to unstable shortly.
