[pkg-boost-devel] Bug#431492: libboost-dev: BOOST_ROOT is not set

BOOST_ROOT is not set, making it very difficult to use bjam to build anything that relies on libboost.  I still haven't 
successfull figured out what BOOST_ROOT would be on a Debian install.
