In principle yes, a virtual package could be provided; though not
until the real packages are removed from the archive.

However, that will simply reintroduce (in one form or another) the
entangled transition problem.  

The key point is that there *is* no libboost-dev API.  Each Boost
version must be considered incompatible with the others.

If you have some good ideas on how to solve it, I'm all ears.
