[pkg-boost-devel] Bug#726172: libboost-python-dev should not depend on gccxml

The libboost-python-dev package should not depend unconditionally on gccxml.
The package description correctly states that the package "also" contains the
Pyste package, but not every package needs Pyste to build.  gccxml isn't
available for all architectures, so I would recommend having this as a
suggestion only, or to split out the pyste package into a separate binary package.
