Your patch looks like the reverse of http://anonscm.debian.org/viewvc/pkg-boost/boost/trunk/debian/patches/numeric-ublas-storage.hpp.patch?revision=14917&view=markup that was  applied in version 
1.58.0+dfsg-3.1.  Can you confirm that ompl now builds?  Or is something more 
required?
