svn-buildpackage  is new tool for me, I am making step by step using
http://pkg-perl.alioth.debian.org/subversion.html as tutorial

I've made stub using dh-make-perl http://kofeina.net/eloy/debian/
You can use it or begin from scratch. Please, upload it into 
svn.debian.org. I'll fill ITP bug ASAP.
