I doubt you will like this fix, but the Cookie Settings dialog looks
as follows:

	(*) Allow local data to be set (recommended)
	( ) Block sites from setting any local data
	[Exceptions...]
	[ ] Block all third-party cookies without exception
	[X] Clear cookies and other site data when I close my browser
	[Show cookies and other site data...]

						[Close]

In particular, there is no "ask before cookies are set" option.
