[Pkg-chromium-maint] Bug#654570: Clicking title-bar does not follow window manager configuration

I have gnome configured such that double-clicking the title bar performs
"roll up" rather than maximize.
If chromium-browser is configured to draw its own borders rather than use
the window manager then double clicking maximizes the window, not scrolling
it up as expected.
This is similar to bug #581348 but on double-clicking
