[pkg-cinnamon] cinnamon-settings not start, dipendencies missed in cinnamon package

According to:
https://www.debian.org/doc/manuals/developers-reference/best-pkging-practices.html#bpp-debian-changelog
It's not recommended to add closes for older versions, and it recommends to
use the BTS instead.

While
https://www.debian.org/doc/manuals/developers-reference/pkgs.html
encourage the modification of historical changelogs when they fixed a
vulnerability that was not known at the time of the upload.

These are sort of opposed recomendations, leaving a lot of ground to the
developer to decide what's the best option in each case, I would prefer to
avoid the modification of historical changelogs, unless it's for some
formating issue, or as encouraged in the developers-reference to add
information about a CVE.

I haven't found anything about if a new Closes: #xxx in an old block would be
processed or not, though.
