I'm an idiot.  It's not exposed anywhere in the settings dialogs that I can
find, but you can actually move it to the top of the screen by right-clicking,
selecting Modify Panel, then Move Panel, and then selecting the area at the
top of the screen.

So it's just a discoverability issue.  It actually still works without
resorting to gsettings.

I guess this report can be closed.
