Are you sure you did a full upgrade? Or did you just manually upgrade
this one package?

This only shows that you need an argument. The correct call is

sh -x /var/lib/dpkg/info/citadel-server.postinst configure

But even this wouldn't help a lot as I can see from the output that the
postinst itself is not failing but the init script that is called.

Could you please upgrade this one to 1.09-1 as available in sid? We
might need a versioned dependency here if this solves it.
