Yes, by build-depending on the corresponding libdb4.?-dev package.

libdb-dev will always depend on the latest libdb*-dev package, which in turn
depends on the latest libdb* package. So we are up-to-date there. However,
db4.6-util might get outdated without us noticing. Not sure how to fix this.
