Bug#471598: SBCL can't find CLC package

SBCL doesn't have the CLC package available (shouldn't it,
automatically?), but I suspect this is a symptom of bigger problems.


The most visible place I see this is SLIME.  If I try to start SLIME
(with inferior-lisp-program = "sbcl"), I get:

This is SBCL 1.0.15.debian, an implementation of ANSI Common Lisp.

For comparison, if I set inferior-lisp-program to "clisp", it starts
just fine.  If I start up CLISP, the CLC package is available right
away.

The weird install seen in bug #471147 occurred here, too.  It almost
seems like SBCL isn't getting installed at all, and it's just dumb
luck that anything at all works -- but I don't understand Lisp on
Debian well enough to even know what to look for.
