This file is shipped by the upstream (zlib) in the contrib directory,
saying in README.contrib file that it's unsupported but was
contributed to the project. Debian zlib package is repacked to comply
with DFSG and this file has been left there (including the whole
contrib folder).

>From zlib license it's obvious it is compatible with GPLv2. The
README.contrib says the untgz.c was a "contribution".

Based on this and the fact that untgz.c is distributed by debian and
that there is a weak link to zlib license I have no objections of
continuing to package it in Debian.

provided by users of zlib and were not tested by the authors of zlib.
