GS uses code which is modeled after BibleTime's, except that we use
the glib provided function g_utf8_strup. There have been bugs with
this, even a recent one, because of something that changed in SWORD
1.5.11, but this function does provide unicode compatible casing and
works correctly as far as I know.

Also, module developers do not need ICU as DM pointed out. They can
use iconv to achieve the same goals. This leaves swordweb and other
unknown projects that could potentially use ICU. As upstream has
acknowledged the stability issues by disabling the filters in svn,
surely this is reason enough to leave it out for this release?
