As you can see in the patch it uses waf functionality to load
additional python modules from any tooldir from the top-level wscript.
With this patch you can drop nothreads.py into debian/patches and have
a one liner patch for wscript

+      conf.check_tool('nothreads', tooldir=debian/patches)

under configure =)

with no changes to debian/rules or fiddling with private waf dir ;-)
