Nobody who understands the purpose of the web of trust and wants to
maintain its integrity will sign your key without properly verifying
your identity.  That involves an in person meeting.  I recommend that
you try and contact Debian developers in your area (some may be listed
on the various key signing coordination pages).  Aside from that, you
can check for Debian-related events in your area, or more general Linux,
open source or free software events (as these tend to be frequented by
people connected to Debian).
