The developer has responded to this issue, and explained how the personal
commentary is writable. He describes the steps to take to write to the
personal commentary.

I have confirmed that the version now in Debian, that is version 2.11.1,
behaves in the way the BibleTime developer says.

That means that this bug report can be regarded as fixed.
