Add and document a way to not start cups daemon at boot, for those of
us who only use our printers once a year.

Best would be a line in /etc/default/cupsys
#START_AT_BOOT=0
or something.

I think I achieved this already by removing some links in /etc/rc* but
I'm not sure now, as this leaves no comments behind in that directory
etc.
