I see your point.
I think we may accept CUPS restarts when we reconfigure printers.
But I agree it's better to not restart jobs.

Restarting at cron is a problem and has a long history.
I used 'reload' once just to refresh logs, but it sometimes crashes
daemon by unknown reason.
(you can see this in changelog 1.1.22-1)

Currently I'm checking your problem on our newest version CUPS 1.2.
Unfortunately it restarts jobs even SIGHUP...
I'll try to find a solution.
