[Pkg-cups-devel] will revert to single configuration file

Hi folks,

After considering and short discussing with Roger Leigh,
I'd like to drop current debconf configuration interface and back to
a single configuration file instead of separating to /etc/cups/cups.d.

Because:
* Although CUPS 1.2 Web interface provides an nice configuration menu,
  it overwrites /etc/cups/cupsd.conf and won't respect Include directive.
* CUPS upstream looks not support Include directive so soon.
* We may still use debconf, but it's hard and complex to avoid
  the conflict with Web configuration (for example 'share published printers'
  configuration).
* Debian CUPS can't drop Web interface.
* KDE tool can't manage separate files. (#345973)

One minor problem is to migrate current testing/unstable configuration
to old single file. I think we can manage this via postinst.
