Hi Steve,

Kenshi and I discussed this issue during Debconf.  

Basically, 90% of the Ubuntu package for CUPS 1.2.0 can be used as-is
for Debian (one notable difference being that Debian does NOT use the
low-privilege user), which should close several BTS entries for CUPS.  

As for 1.1.23-15, it CANNOT be allowed into Testing, because there have
been too many complains in regards to how it manages configuration files
compared to previous uploads, which is why Kenshi is instead packaging
1.2.0 as the upgrade path.

While I cannot speak for Kenshi [1], I would suppose that 1.2.0 will be
uploaded to NEW soon, which should alleviate the AMD64 situation too.

[1] Kenshi already blogged that he's exausted from his Debconf trip and 
feels sorry that he didn't get around uploading 1.2.0 during Debconf.
