[Pkg-cups-devel] Bug#452446: cupsys now overwriting /etc/printcap instead of /var/run/cups/printcap

Beginning with 1.3, the cupsys packages have been writing out to
/etc/printcap instead of to /var/run/cups/printcap.  This seems to be
unintentional, a result of a wrong assumption about upstream defaulting
to the /var/run path now; at least that's what's suggested by the changelog:

  * Drop 67_printcap.dpatch: /var/run/cups/printcap is now the implicit
    default upstream.

The printcap generated by cupsys is not configuration data, and writing it
to /etc/printcap possibly overwrites locally-created printcaps intended for
use with other print systems; indeed, this seems to have happened on at
least one of my systems.  Please move this back to /var/run.
