I've finally had a chance to to test the version in experimental. With
1.3.9-12, the following behavior occurs:

My landscape mode test document is set for US Letter paper size, 8.5x11
inches. On a Postscript queue, it prints shrunken down in the middle of
an 8.5x11 sheet of paper, a landscape page in miniature in the middle of
a portrait sheet. On an HPIJS queue, it prints in landscape mode, but
shrunken down in the corner of an 8.5x14 (US Legal) sheet. Portrait mode
output is correct in all cases. I haven't tested with a multipage
landscape document, but I can do so if needed.

To use the notation from STR2881:

(It's not entirely clear whether it's centered on the long axis or in
the corner: when the printer requested 8.5x14, I didn't have any, so I
had to manual-feed some 8.5x11 scrap paper instead.
