There's been no reply from any of the 6 maintainers listed as Uploaders
for cups, the most recently active maintainer posted an RFA for cups in
#532097, he lists himself as accepting low threshold NMUs on all his
packages... and my patience waiting for a fix to this bug has been
completely exhausted! 

Thus, I'm about to upload an NMU of cups to the delayed queue that
disables texttopdf as per the patch below.
