Since we will be using dpatch, it is trivial to at the very least have it
easily enabled during build time, so that you could:

DEB_BUILD_OPTIONS="autocreate" dpkg-buildpackage  and get cyrus packages
with the autocreate patches applied.

But I really think we will end up with some binary packages with different
capabilities sooner or later (kerberos users could benefit from this).  It
should not be difficult to have autocreate-enabled binaries (not necessarily
in different packages) that can be selected by the local admin.

IF autocreate can be safely made to be totally quiescent (i.e. it changes no
codepaths other than adding easily-audited "is autocreate enabled" checks)
while runtime-disabled, then I will drop all my concerns about including it
by default.
