RFC: Skiplist vs. BerkleyDB, Round 2

I've been doing bug triage, and the bug asking to switch the default 
database format (#342660) is still outstanding. While most people made 
opinion statements, no final decision was ever made. I think a final 
decision should be made, and we should either incorporate the patch or 
tag the bug wontfix.

As far as I can tell, here are everyone's opinions:

Cyrus Team:
HMH: No, skiplist is too susceptable to corruption, BDB is faster
Sven: No stated opinion
Ondrej: No stated opinion.
Myself: No opinion

Others:
Mark Nipper (Submitter): In favor, due to the complex transition between 
formats
Etienne Goyer: In favor, BDB is a headache
