creating/updating directories

I think I recall seeing a change quite awhile ago that was supposed to
stop the very slow directory processing that cyrus was doing on
upgrades.  With the most recent upgrade in testing, it took a very long
time on the following phase:
Setting up cyrus-common-2.2 (2.2.13-13) ...
Installing new version of config file /etc/init.d/cyrus2.2 ...
Installing new version of config
file /etc/logcheck/ignore.d.server/cyrus2_2 ...
Installing new version of config
file /etc/logcheck/violations.ignore.d/cyrus2_2 ...
Creating/updating cyrus user account...
The user `cyrus' is already a member of `sasl'.
Creating/updating cyrus control directories in /var/lib/cyrus...
Creating/updating partition spool /var/spool/cyrus/mail...
Creating/updating partition spool /var/spool/cyrus/news...
Trying to optimize Cyrus partitions, edit /etc/default/cyrus2.2 to
disable...

Should that be fast?
