Bug#417562: stopping cyrus does not stop all subprocess

I've seen incomplete stops with cyrus 2.1 only when children are stuck, and
won't respond to anything but a SIGKILL.  It is unclear what would be the
best way to deal with this.

You can reproduce it by doing a SIGSTOP on a child, it will be stuck in T
state and won't react to SIGTERM or SIGQUIT.
