Trying to update our experimental 2.3 branch to 2.3.15

As you have probably noticed, I did some small cleanups on the tarballs in
the repository... the cruft was nagging me for some weird reason or another.
If you disagree with any of the cleanups, just revert them, I won't object
;-)

I will now try to upgrade the cyrus23 branch to 2.3.15.  I will not commit
until it is working, just to make sure I don't make a mess of what we
already have :)  If any of you guys have it already done, this is the time
to tell me about it...
