[Cyrus 2.4] Package patch proposing

Anthony,

so add yourself to our alioth(.debian.org) group. And I'll give you a
write permissions for our git.

I propose that you initially create your own branch and I (or other
current maintainers) will respond to your pull requests (rebased on
top of debian-sid branch).
