Bug#637044: When Cyrus package is rebuild again, the build fails

Package: cyrus-common-2.2
Version: 2.2.13p1-15

Dear maintainers,

Currently when I rebuild the Cyrus package after the 1st successfull
build using
# dpkg-buildpackage -rfakeroot -b

the following error occurs:

Patch 99-update-autoconf.dpatch does not apply (enforce with -f)
make: *** [debian/stamp-patched] Error 1
dpkg-buildpackage: error: debian/rules build gave error exit status 2

Patching "./configure" file seems to be bad idea, as quilt reverts
patches before dh_auto_configure and applies after. Perhaps this patch
should be applied directly from debian/rules (what is the best practise?)

P.S. You will not see this error on build server logs, as build server
always start a build from pure installation.
