Bug#788997: cyrus-imapd-2.4: user_deny.db gets wrong ownership when it is created

It seems like Cyrus does not create "user_deny.db" with correct
ownership which causes the following to appear in syslog each time on
client login:

> cyrus/imap[14182]: IOERROR: opening /var/lib/cyrus/user_deny.db: Permission denied
> cyrus/imap[14182]: DENYDB_ERROR: opening /var/lib/cyrus/user_deny.db: cyrusdb error

The given file is owned by root:root but should be cyrus:mail. Removing
this file does not help, as it is re-created again.

# ll /var/lib/cyrus/user_deny.db
