Are we still building the dbconverter?

There is a bug [0] against sasl2-bin (which will apparently be called
cyrus-sasl-2.1-bin in our new packaging scheme) for saslsbconverter2
failing.  Now, there is no such file in any package that is created out
of our svn repo.  The closest thing is built from upstream source, but
does not end up in any of the packages.

There is a dbconverter-2.c in the utils/ directory.  It is built.  I
verified by building in a pbuilder and logging the output.  We even have
a patch against it (#0005) in the debian/patches/ directory.  But I
can't find that it has been placed anywhere in any of the binary
packages.  Could whomever created that patch (Fabian?) verify what is
happening with that file?

Once we figure that out, though, I think that we can consider that the
inclusion of dbconverter-2 will close #194470.
