With the transition from DHCP server v.3 to v.4, the DHCP server does
not want to start if the physical interface (eg eth0) does not have
any address.
In v.3 it was not an issue when there was some interfaces alias (eg
eth0:1) with some matching address.
This configuration may happen when you use VLAN-only support or use
alias interfaces only that go up and down to deal with mobility and do
not want to mess up with the main interface.
