My initial thoughts are to have two init scripts, provided by
isc-dhcp-server, which both consult /etc/default/isc-dhcp-server to
determine what should happen.

It's too late to do anything like this for Squeeze, unfortunately, but once
Squeeze has been released, we can do some refactoring.
