[pkg-dhcp-devel] Bug#619628: isc-dhcp-client: When dhclient terminates, the pid file remains

When dhclient terminates (either by running "dhclient -r" or
"dhclient -x", or by killing it with SIGTERM), the pid file
(/var/run/dhclient.pid by default) remains.

This file can give false information to external tools (e.g. to
restart the DHCP client because its configuration has changed).

This is a bug similar to bug 412150 (also more general), but not
from the same binary package.
