[pkg-dhcp-devel] isc-dhcp patch for GNU/Hurd ignored

Hi,
Is this common practice how bug reports, _with patches_, are silently
ignored in the Debian Community? With the recent release of 4.4.4-P1-17,
this problem is popping up again. The proposed patch, submitted March 3,
_very_ important for the Debian installer, is not applied. Why?
Please enlighten me about the Debian policy rules.
