Dear release team,

We would like to upload a new LTS release version of DPDK to Bookworm.
We have already done this previously for Buster and Bullseye, therefore
I have uploaded to bookworm-pu. The pu version is branched from there,
with several changes that are inappropriate for pu reverted. At some
point unstable/testing will migrate to a new major version and it will
diverge completely from pu, as it has happened in previous Debian
releases.

As before, the LTS point release has only bug fixes and no API changes
and has been tested with regression tests.

The source debdiff is attached. The only packaging changes were related
to explicitly disable a new library that gets enabled because a new
version of rdma-core was uploaded to bookworm after the last version of
dpdk (to avoid adding a new package), improving the autopkgtest test
suite, a no-changes bump of standards-version, and listing new
private/internal symbols in symbols files.
